IN‑SPACe, the Indian National Space Promotion and Authorisation Centre, has begun the process of handing over the operations and management of the Rs 986‑crore Small Satellite Launch Complex (SLC) at Kulasekarapattinam in Tamil Nadu to the private sector. The agency has issued a call for expressions of interest from eligible Indian entities to operate and manage the complex, which is being built primarily to support launches of the Small Satellite Launch Vehicle (SSLV) and comparable private launch vehicles.

The SLC is part of a larger spaceport that ISRO is developing at Kulasekarapattinam, the country’s second launch site. The 2,233‑acre complex is expected to handle launches of the SSLV as well as launch vehicles developed by private companies. Under the government’s initial plans, the facility was to be used by private launch operators after it was commissioned. IN‑SPACe’s latest move extends that plan by seeking an industry partner to take charge of the complex’s day‑to‑day operations, maintenance, safety, security, mission readiness, asset management, logistics and coordination with ISRO, IN‑SPACe and launch customers.

According to the agency, the selected operator will receive technical and operational support from ISRO to build the required capabilities. IN‑SPACe said that ISRO will provide the chosen party with “necessary technical guidance, operational support, training, and handholding assistance for a defined period up to the completion of three launch services provided by the selected party to launch vehicle operators, or one year, whichever is earlier.”

Kulasekarapattinam’s location on the Tamil Nadu coast, about 55 km from Thoothukudi, was chosen for its efficient trajectory for missions to polar and Sun‑synchronous orbits. Rockets launched from the site can head directly south over the Indian Ocean without the dog‑leg manoeuvre required at Sriharikota to avoid flying over Sri Lanka. The more direct trajectory improves payload capacity and reduces fuel requirements, which is particularly advantageous for the SSLV, a small‑lift vehicle designed for on‑demand launches.

The complex is also designed to support a higher launch cadence, with shorter turnaround times between missions. This complements the SSLV’s low‑cost, low‑turnaround‑time design, which requires fewer personnel and shorter integration times than larger launch vehicles.

The move is part of a broader effort by IN‑SPACe to transfer ISRO‑developed technologies and infrastructure to private industry. In recent months, the agency has invited industry participation for the transfer of technologies related to ISRO’s PSLV and LVM‑3 launch vehicles. Technology for the SSLV has already been procured by defence public‑sector undertaking Hindustan Aeronautics Ltd (HAL) for Rs 511 crore.

IN‑SPACe is also opening up access to ISRO’s ground infrastructure. In June, it invited private companies to establish and operate ground stations within the National Remote Sensing Centre (NRSC) campus at Shadnagar, near Hyderabad. The agency plans to select up to three Indian companies for the facility.

The regulator is preparing new schemes aimed at supporting private space companies and other non‑government entities, including subsidies ranging from 30 % to 100 % for areas such as launch services, technology transfer, satellite data and access to ISRO facilities.

The initiative reflects the government’s broader strategy of shifting more space activities and infrastructure toward private operators while retaining ISRO’s role in providing technical expertise and supporting the development of India’s commercial space ecosystem.

At present, the SLC is still under construction. The first launch from the complex is expected once the facility is operational and the selected operator has completed the required training and certification. The exact timeline for the first launch has not yet been announced.

The development of the Kulasekarapattinam launch complex and the transfer of its operations to the private sector are expected to increase India’s capacity to meet the growing domestic and international demand for dedicated small satellite launches. The initiative also positions India as a potential hub for small‑satellite launch services in the region.

The next steps will involve the selection of an operator, the finalization of operational agreements, and the commencement of ISRO‑led training and support. The outcome of these processes will determine when the complex will begin to host commercial launch activities.
