Kapsch TrafficCom Secures Three New Video-Based Tolling Contracts in New Zealand
The projects—Tauranga Eastern Link (second gantry), Takitimu North Link (stage 1), and Ō Mahurangi‑Penlink—will use Kapsch’s barrier‑free tolling technology that is already deployed on several New Zealand highways. The system relies on high‑definition cameras and automatic license‑plate recognition to collect tolls without stopping vehicles, a method that has been proven in other markets such as Norway and the United Arab Emirates.

Kapsch will manage the full value chain for each project: design, supply, installation, commissioning and testing of the tolling equipment. Once the systems are operational, the company will provide Level 2 and Level 3 maintenance and support services, ensuring long‑term reliability.
The Tauranga Eastern Link project, awarded in November 2025, covers a four‑lane section of the Bay of Plenty’s main transport corridor, designated a Road of National Significance. The new gantry is scheduled for completion later this year, allowing users of the new link to contribute fairly to infrastructure costs.
The Takitimu North Link Stage 1, awarded in December 2025, is a vital link between Tauranga and Ōmokoroa. Kapsch will deliver the tolling system for the first stage, which is expected to finish by the end of 2027. A second stage will be tendered separately at a later date.
The Ō Mahurangi‑Penlink project, also awarded in December 2025, involves a 7‑kilometre highway connecting Whangaparāoa Road with State Highway 1. The toll system is intended to reduce travel times and support regional growth, particularly around new housing developments. Completion is planned for early 2028.
All three projects are located on the North Island, where they are expected to strengthen the transport network for more than four million residents. NZTA’s mandate as a Crown entity is to promote safe and functional land transport, including driver licensing and the management of the state highway network.
Kapsch TrafficCom has a global footprint, with projects in over 50 countries and a workforce of more than 3,000 employees. In its 2024/25 fiscal year, the company generated EUR 530 million in revenue and is listed on the Prime Market segment of the Vienna Stock Exchange (ticker KTCG).
The use of video‑based tolling aligns with NZTA’s goal of modernising toll collection and improving traffic flow. By eliminating physical barriers, the system reduces congestion and supports the country’s broader infrastructure objectives.
As the projects move into the construction phase, Kapsch will coordinate closely with NZTA to integrate the new tolling equipment into the existing operational framework. The company’s experience in New Zealand and other markets positions it to deliver reliable, high‑performance systems that meet the agency’s standards for safety, security and data protection.
The contracts underscore the growing trend toward open‑road tolling in New Zealand and demonstrate the country’s commitment to adopting advanced technologies that enhance mobility while generating revenue for road maintenance and expansion.
At present, the projects are on schedule, with no announced delays. Kapsch and NZTA will continue to monitor progress and address any technical or regulatory issues that arise during the implementation and commissioning phases.
